Ex-first deputy head of State Property Fund Kudin notified of suspicion in Odesa Port-Side Plant, UMCC case – NABU

KYIV. Dec 12 (Interfax-Ukraine) – Former first deputy head of the State Property Fund (SPF) Denys Kudin was notified of suspicion in the case of causing losses to the state through JSC Odesa Port-Side Plant and JSC United Mining and Chemical Company (UMCC).

“The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) reported suspicion to another participant in a criminal organization headed by the ex-chairman of the State Property Fund, the activities of which led to more than UAH 400 million of damage to the state, and the exposure became one of the most high-profile cases in history of anti-corruption authorities,” NABU said on its Telegram channel.

The agency said that Kudin’s actions are qualified in accordance with Part 3 of Article 255 of the Criminal Code of Ukraine.

In turn, Kudin confirmed that NABU had served him with suspicion, which “came as a complete surprise to him.”

“The suspicion concerns my period of work in the State Property Fund. It is fundamentally important for me to understand this case so that neither detectives, nor judges, nor society have questions regarding this period of my work. I will prove my innocence in a legal way,” he wrote on Facebook.

As reported, in March 2023, under the procedural guidance of SAPO prosecutors, NABU detectives exposed a criminal group that, during 2019-2021, seized more than UAH 500 million of funds from state-owned enterprises, including Odesa Port-Side Plant and one of the world’s largest producers of titanium raw materials, UMCC.

According to investigators, the ex-chair of the State Property Fund, Dmytro Sennichenko, together with his accomplices, appointed “their” people as directors of enterprises, who subsequently entered into contracts with predetermined companies and sold products at reduced prices. The difference in value was withdrawn and converted in the interests of the criminal organization.

There are a total of 11 suspects in criminal proceedings.
