Govt approves new wage system, cuts number of civil service vacancies by almost 20,000 from Jan 1, 2024 – PM

KYIV. Dec 29 (Interfax-Ukraine) – The Cabinet of Ministers approved a new wage system and reduced the number of civil service vacancies by almost 20,000 from January 1, 2024, Prime Minister Denys Shmyhal has said.

“The government continues the governance reform. Today, we are approving a document on a new wage system based on the qualifications of positions and grades,” Shmyhal said at a government meeting on Friday.

According to him, now, none of the managers will be able to accrue exorbitant bonuses, allowances and additional payments at their own discretion, since 70% of a civil servant’s salary will be salary, and only 30% of bonuses.

“The new system will cover both government bodies with jurisdiction throughout Ukraine (ministries, the Cabinet Secretariat, the Office of the President) and regional bodies (regional and district administrations),” the prime minister said.

He said that at the same time, from January 1, the government is reducing the number of civil service vacancies by almost 20,000.

“And this is only the first stage. The new wage system and the reduction of vacancies, according to the Ministry of Finance, will allow us to save about UAH 8 billion of budget funds and direct them to security and defense needs in 2024,” he concluded.

As Taras Melnychuk, a representative of the Cabinet of Ministers in the Verkhovna Rada, reported on his Telegram channel, this decision was made to streamline the conditions of remuneration of civil servants of government bodies based on the classification of positions, the salary scheme for civil service positions, taking into account families and levels of positions, jurisdiction and types of government bodies in 2024.

In addition, a list of typical civil service positions within job levels has been approved.

It has been established that the salary scheme for civil service positions, taking into account the categories, subcategories and levels of government bodies in 2023, and the provisions on the application of incentive payments to civil servants do not apply to civil servants of government bodies that have classified civil service positions.
