Govt proposes Rada carries out BES reform – PM

KYIV. Dec 29 (Interfax-Ukraine) – The Cabinet of Ministers proposes that the Verkhovna Rada reforms the Bureau of Economic Security (BES), Prime Minister Denys Shmyhal has said.

“The government proposes the Bureau of Economic Security be rebooted. We are adopting and submitting the corresponding bill to the Verkhovna Rada,” Shmyhal said at a government meeting on Friday.

It is proposed, in particular, that only the BES and the National Anti-Corruption Bureau (NABU) can raise the issue of inspections of the financial and economic activities of a business, regardless of its form of ownership, and that the National Police and the Security Service of Ukraine be removed from the list of public financial control bodies.

“We are proposing a new procedure for selecting the director of the BEB. We are involving our international partners in this process. These changes are aimed at strengthening the rule of law and improving the investment climate in our state,” the prime minister concluded.

As Taras Melnychuk, a representative of the Cabinet of Ministers in the Verkhovna Rada, reported on his Telegram channel, the bill was developed as part of the implementation of fiscal structural reforms provided for by the memorandum on economic and financial policy dated March 24, 2023 and June 19, 2023, to improve the legal framework for the activities of the BES regarding the execution of decisions of the investigating judge, the court on temporary access to things and documents and on a search of other possessions, as well as on the jurisdiction of certain criminal offenses.

In addition, it is envisaged to ensure transparency and clarity of the competitive procedures for selecting the BES director, as well as the Commission for assessing (auditing) the effectiveness of the BES activities.
