MP Horvat notified of suspicion of taking over state lands

KYIV. Oct 25 (Interfax-Ukraine) – Anti-corruption authorities of Ukraine notified MP of Ukraine Robert Horvat of suspicion of misappropriation of state lands.

“On October 24, 2023, on behalf of the head of the Specialized Anti-Corruption Prosecutor”s Office (SAPO), the prosecutor, with the participation of detectives from the National Anti-Corruption Bureau (NABU), informed the MP of Ukraine about the suspicion of taking over land plots with an area of more than 320 hectares, which caused damage to the state of more than UAH 123 million,” the SAPO said in a message on the Telegram channel on Wednesday.

Also, on October 24-25, 2023, NABU detectives, in coordination with the SAPO prosecutor, notified three more persons involved in the commission of this crime of suspicion: the former head of the Main Directorate of the State Service of Ukraine for Geodesy, Cartography and Cadastre of one of the regions, the former director of a state-owned enterprise and the director of a private enterprise.

The actions of persons are qualified on the grounds of a crime under Part 5 of Article 191 of the Criminal Code of Ukraine.

“As part of the pretrial investigation, it was established that in 2016-2019, the MP of Ukraine, influencing officials of the Main Directorate of the State Service of Ukraine for Geodesy, Cartography and Cadastre of one of the regions, developed a criminal scheme for the acquisition of state land plots,” the message emphasizes.

According to the prosecutor’s office, the director of the state-owned enterprise renounced the right to use plots with a total area of 323 hectares and submitted a corresponding application to the Main Directorate of the State Service of Ukraine for Geodesy, Cartography and Cadastre of the region.

“After the termination of the right to use these lands, according to the criminal scheme, the head of the Main Directorate of the State Service of Ukraine for Geodesy, Cartography and Cadastre of the region transferred these plots to predetermined individuals, who subsequently sold them to a company controlled by the organizer of the scheme,” the SAPO informs.

As a result of the implementation of this scheme, the state suffered more than UAH 123 million in damage.

The pretrial investigation continues, the issue of choosing a preventive measure for the suspect is being resolved.

The message does not indicate the name of the MP, as the agency learned, it is about Robert Horvat (the Dovira parliamentary group, head of the subcommittee on legal support for the activities of customs authorities of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy).
