Mykolaiv working on pilot projects in five strategic areas of post-war development

KYIV. Nov 18 (Interfax-Ukraine) – In parallel with updating the general plan, Mykolaiv is working on pilot projects that should become points for the development of the future city, the deputy director of the department of architecture and urban planning of Mykolaiv City Council, Yevhen Poliakov, told Interfax-Ukraine.

"The main task of the new general plan is to understand how the city will develop and live in the new conditions. Foreign colleagues help, among other things, evaluate options from an economic point of view. In parallel with the development of the strategy, we are working on pilot projects in five areas, the architectural bureau will develop concepts of decisions and make economic calculations – the budget and the effect of such decisions. With the help of UNECE, we will look for investors to implement pilot projects in our city," Poliakov said.

The matter concerns the restoration of cultural heritage sites that suffered from shelling; developing green spaces next to water to give people access to rivers; creation of an innovation region (reconstruction of an existing one or creation of a new one); restoration of an industrial facility associated with the water front; restoration of destroyed housing.

According to Poliakov, international experts, using modern methodologies, will evaluate the locations of projects proposed by the city, and then consultations will be held with citizens and the professional community.

The intermediate stage is the analysis of the existing situation. Now the department of economics of Mykolaiv State Administration creates economic passports for enterprises that worked before the war, conducts a technical and economic analysis of the destruction.

"We received Maxar satellite images, thanks to the methodology, we will carry out a preliminary assessment of the damage, then we will refine it on the ground. The intermediate results will be in mid-December, in order to discuss recovery options in more detail, understand how much restoration will potentially cost, plan work options," said Poliakov.

Not only the companies proposed by UNECE are involved in the work on development directions. For example, Estonian specialists have been involved in the development of small-sized water transport.
