By KYIV. Nov 18 (Interfax-Ukraine) – State budget expenditures to support the Armed Forces of Ukraine in the form of the purchase of military equipment, weapons, ammunition, defense products, personal protective equipment in October amounted to UAH 35.9 billion (16.1% of all expenditures) compared to UAH 40.5 billion in September (17.3%).
According to the Ministry of Finance of Ukraine, citing data from the State Treasury, a total of UAH 226.1 billion, or 13.6% of all expenses, was spent for these purposes this year.
Cash costs for the monetary maintenance of military personnel in October amounted to UAH 81.3 billion, which is slightly less than the September figure of UAH 82.9 billion and August UAH 87.8 billion, when these payments jumped due to insufficient payments in July – UAH 62 billion.
In the general structure of cash expenditures, the monetary allowance of military personnel even slightly grew to 36.4% compared to 35.4% a month earlier due to a decrease in all cash expenditures of the state budget to UAH 223.5 billion from UAH 234.1 billion in September.
In total, since the beginning of the full-scale invasion of Russia, UAH 539.7 billion, or 32.5% of all expenditures of the general fund of the state budget (UAH 1.658 trillion), has been allocated to pay salaries to military personnel.
In general, the expenditures of the general fund of the state budget on wages with accruals in October amounted to UAH 104.4 billion, or 46.7% of all expenditures, and since the beginning of the war – UAH 709.4 billion, or 42.8%.
According to the Ministry of Finance, since the beginning of the war, 20.5% of all spending, or UAH 340.6 billion, has been on social security (UAH 39.2 billion in October against UAH 44 billion in September), including UAH 154.7 billion to transfer to the Pension Fund of Ukraine, UAH 102.4 billion are payments to the Ministry of Social Policy of benefits, compensations, benefits and housing subsidies, as well as monthly targeted assistance to internally displaced persons, and UAH 30.4 billion are assistance under eAid program.
Of the remaining expenses, 5.9-5.4% fell on the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care – UAH 97.1 billion (in September – UAH 11.1 billion versus UAH 12.1 billion in September), public debt servicing – UAH 88.8 billion (UAH 7.2 billion in October versus UAH 4.1 billion in September) and transfers to local budgets – UAH 89.6 billion (UAH 9.9 billion in September versus UAH 9.6 billion in September).
As reported by the Ministry of Finance with reference to preliminary data, receipts of the general fund of the state budget in October fell to UAH 72.8 billion from UAH 156.1 billion in September, UAH 204.6 billion in August and UAH 169.6 billion in July due to lack of grants.
