MPs propose legal regulation of compensations for victims of Russia's aggression against Ukraine

KYIV. May 10 (Interfax-Ukraine) – Two groups of members of parliament propose to the Verkhovna Rada to settle the issue of compensations for the victims of the armed aggression of Russia against Ukraine.

Respective bill No. 9279 and draft resolution No. 9280 were registered in parliament on May 8.

The initiators of bill No. 9279 propose to define the sources of compensation from Russia in the form of the possibility for the absolute majority of Ukrainian citizens (with the exception of a certain circle of people, for example, those convicted of crimes against national security) to receive direct compensation in the amount of at least 8% of Russia’s GDP ($1.779 trillion). This amount of about $143 billion is provided for the military spending of the aggressor country, which must be completely demilitarized in the future.

According to the bill, the annual distribution of this amount among the citizens of Ukraine (with the exception of administration costs) in equal shares for at least 20 subsequent years will ensure fairness and substantial material support.

As a result, up to 40 million Ukrainians (including children) will be able to receive UAH 12,000 per month. The average family with two children will receive about $1,200 a month, which they can use to pay for utilities, education, and health care. In particular, this will make it possible to make the transition to insurance medicine. After automatically raising pensions to a minimum level of $400 per month, the burden on the Pension Fund will be significantly reduced, which will help introduce a funded pension insurance system. The institution of subsidies will also be abolished, which will save tens of billions of hryvnias.

In turn, the authors of draft resolution No. 9280 consider it necessary to determine the amount of such compensation at least 10% of Russia’s GDP ($2.224 trillion). As a result, Ukrainians will be able to receive UAH 15,000 monthly (the average family with two children will receive about $1,500).

The process of restoring Ukraine in the post-war period, including the payment of compensation (material assistance) to those who have lost their property, the initiators of both documents propose to carry out at the expense of the arrested gold and foreign exchange reserves and property of Russia and other sources under a separate procedure, which should be required by the government of Ukraine.

Bill 9279 was co-authored by members of the Batkivschyna faction, including Andriy Kozhemiakin, Valentyn Nalyvaichenko, Ivan Krulko, and Heorhiy Mazurashu (the Servant of the People faction), and draft resolution No. 9280 was initiated by representatives of European Solidarity faction, in particular, Volodymyr Ariyev, Oleksiy Honcharenko, Iryna Heraschenko, Sofia Fedyna, and Yaroslav Yurchyshyn from the Holos faction.
